Nansha extends generous offers to attract talents

The Nansha Development District management committee hosted a briefing conference on talent introduction into the Nansha Free Trade Zone on April 18.

At the conference, Liu Qingyi, director of the Nansha district human resources and social security bureau, announced a series of measures that the authorities will be taking to attract innovative and talented individuals. These efforts aim to provide adequate human resources for Nansha to become the "Openness Hub, Bay Area Pearl, City of Future". Eight measures were highlighted at the conference, which reflect the district's strong determination and service orientation in terms of recruiting talented workers. The eight measures are summarized as follows:

1. Comprehensive upgrade of living support for high-end industry leaders The district government grants a settlement allowance of 2 to 10 million yuan ($317,196 to $1.59 million) to every officially-elected "High-end Industrial Leader" who lands a full-time job in Nansha. For those who work for over three months but on a temporary basis, there are still allowances of 300 to 500 yuan per day. For Nobel Prize laureates and fellows of the Chinese Academy of Sciences (CAS) or Chinese Academy of Engineering (CAE), the corresponding allowance is 1,000 yuan per day.

Additionally, every "High-end Industrial Leader" is gifted a "High-end Talent Card", which provide 12 conveniences, including administration, medical care, traffic services, customs clearance, housing, household registration, children's school attendance, consumer discounts, and financial services.

2. Sponsor entrepreneurial ventures of high-end industrial leading figures The "entrepreneurial team" made up of high-end industrial leading figures can apply for sponsorship of up to 20 million yuan, which includes an office rental subsidy, R&D equipment subsidy, and a reward for economic contribution. The "innovation team" can apply for 5 million to 8 million yuan for their technology projects.

3. Special rewards for economic contributors The district government grants special financial rewards to high-end executives and distinguished experts whose annual pay surpasses 300,000 yuan (200,000 yuan for research institute employees) in key economic areas, in accordance with actual economic contributions.

4. Universal housing allowance All bachelor's degree holders younger than 30, master's degree holders younger than 35, and doctoral degree holders younger than 40, are eligible to housing allowances of 20,000, 40,000, and 60,000 yuan respectively, after they sign employment contracts and complete household registration in Nansha district.

Some high-end talents who do not require housing allowance are provided with apartments at discounted rental prices. High-end industrial leading figures could be offered apartments with an area of up to 200 square meters, rent-free for ten years. Among them, Nobel Prize laureates and fellows of the CAS or the CAE could be gifted the apartments after staying there for ten years.

5. Special rewards for experts in key areas Different amounts of financial rewards are granted to education, medical, shipping, and mechanical experts, depending on level of proficiency. The housing allowance can reach as high as 5 million yuan.

6. Optimize the talent recruitment mechanism The district government rewards the human resource service institutes at home and abroad that have successfully introduced prominent talents to Nansha. The financial reward varies from 100,000 to 500,000 yuan for each person introduced by these institutes. In special cases, the reward can even reach up to 3 million yuan when it involves a top expert with major social influence.

7. Strengthen the construction of talent training carriers The district government sponsors the province-designated "CAS & CAE Fellow Workstations" with 1 million yuan, and grants 300,000 yuan to newly-established postdoctoral workstations. Moreover, the government rewards exceptional workstations every year with 300,000 yuan accordingly.

8. Actively introduce talents from Hong Kong, Macao, and abroad The district government grants generous bonuses to remarkable employees (with annual pay above 300,000 yuan or 200,000 yuan for research institutes) from Hong Kong, Macao, and foreign countries according to the contributions they have made to society. The cross-border procedures for them are further simplified.

Nansha district has already initiated housing allowance applications from superior talents since the beginning of April. In the coming months, it plans to fully implement these talent recruitment measures and express its steadfast determination in this regard.
