Guangdong innovates enterprise sci-tech commissioner system
Guangdong province recently issued the reform scheme for its enterprise sci-tech commissioner system, along with the launching of a service platform, the first of its kind in the country for enterprise sci-tech commissioners.
The enterprise sci-tech commissioner system is designed to send scientific researchers who meet specific conditions to enterprises carrying out technological services. It can promote the application of the research capabilities and scientific achievements of universities and research institutes in the actual research and development (R&D), as well as production of enterprises.
The reform scheme launched an innovative mode, in which enterprises can publish lists of their technical needs on the service platform, scientific researchers who can effectively solve the technical problems can respond to the lists, and enterprises can select the most suitable scientific researcher from various solutions, as well as reach cooperation with them.
The service platform, which is based on the sctcc.cn website of South China Technology Commercialization Center, can realize the smart matching and efficient connection between enterprises and scientific researchers through the application of new technologies like big data and blockchain.
According to the reform scheme, a project subsidy of up to 200,000 yuan ($28,026) will be given by the Guangdong Provincial Department of Science and Technology in accordance with a certain proportion of the amount paid by enterprises to the scientific researchers.
Six technical needs, such as product innovation, breakthroughs in key generic technologies, technological transformation and upgrading, as well as R&D of major technical equipment, will receive major supports from the provincial government.
Scientific researchers with intermediate professional titles or above, post-doctoral, and doctoral candidates from universities and research institutes around the world can apply to be an enterprise sci-tech commissioner in Guangdong, according to the reform scheme.
