During this year's two sessions, Zhang Hengzhen, a member of the National Committee of the Chinese People's Political Consultative Conference has submitted a proposal to the CPPCC National Committee on accelerating the high quality development of technical talents.

Zhang is the chief technician of Sinopec Maoming Petrochemical Company and has been given a national honor for her work.

Zhang said that she believes that China, as a big manufacturing country, will need more technical talents with the market competition becoming fiercer. However, the disconnection between talents supply and demand has caused a shortage in technicians, especially high-level technicians.

She noted that vocational education content should be further improved by measures, such as making full use of advanced technologies like big data and cloud computing. The new teaching model integrating education and industry can be applied in the cultivation of talents with few needs in the market, yet with high requirements in their professions.

The construction of clusters for vocational education institutions should be accelerated like clusters for universities so that basic resources can be shared in the cultivation of practical talents, as well as in the establishment of high-end training bases, she added.
