The "1" in the "1+4+5" modern manufacturing system refers to developing the green petrochemical industry as a strategic pillar industry; "4" means developing four featured and competitive industries, namely agricultural products and food processing, mineral resources processing, light industries, and equipment manufacturing and metal processing; and "5" refers to five strategic emerging industries of new energy, biomedical and healthcare, auto parts manufacturing, data and information, and safety emergency and environmental protection.

The city will introduce a group of high-tech enterprises with leading roles in the industries and cultivate a number of innovative enterprises in accordance with the realistic demand of innovation for the high-quality development of manufacturing.

There are currently over 400 innovative platforms in the city as well as 27 sci-tech business incubators and maker spaces. Over 40 percent of the enterprises above designated size in the city have set up R&D institutions. The number of high-tech enterprises in the city is 137, five times that of 2015.

In the next five years, Maoming will make full use of the innovative platforms to develop an innovative chain around the manufacturing industrial chain and boost the quality development of manufacturing.
