Maoming issued 10 key people's livelihood goals for 2023 on Feb 9.

It will train more than 1,500 Cantonese chefs, 3,000 Southern Guangdong housekeepers, and enroll more than 12,000 students in technical colleges. It will also support workers to participate in vocational skills training, with the goal of having more than 12,000 new workers obtain vocational qualification certificates.

Maoming will also provide free cervical cancer and breast cancer screening services to 50,311 women aged 35 to 64, with the aim of having an over 80 percent cervical cancer and breast cancer screening completion rate.

It plans to add 13,451 study opportunities for compulsory education and 2,730 study opportunities for public kindergartens, as well as to allocate no less than 500 yuan ($73) per student per academic year for preschool education. The proportion of children in public kindergartens and public and inclusive private kindergartens shall remain above 50 percent and above 90 percent respectively.

In addition, 180 old residential areas will be transformed in Maoming.

The city also plans to build 500 kilometers of roads in countryside and upgrade 10 dangerous bridges.

It will complete the treatment of domestic sewage in 100 natural villages, including 20 each in Maonan district, Dianbai district, as well as the county-level cities of Gaozhou and Huazhou, and 15 in the county-level city of Xinyi, three in Binhai New Area, and two in its high-tech zone.

The monthly minimum living allowance for urban and rural residents will raised from 653 yuan and 300 yuan to 676 yuan and 311 yuan respectively. The city also plans to make the basic living standards of people in extreme poverty no less than 1.6 times of the local minimum living allowance standard. Living allowances for disabled people with difficulties and nursing allowances for severely disabled people will raised from 188 yuan and 252 yuan per person per month to 195 yuan and 261 yuan respectively. The standard for raising orphans will raised to 2,017 yuan per month per person for centralized support and 1,359 yuan per month per person for social orphans.

Maoming also plans to complete spot inspections of no less than 33,000 batches of food or 5.5 batches per 1,000 people per year, with the goal of having a 100 percent disposal rate of substandard food.

It plans to provide more than 30 percent combined medical and nursing services for seniors aged 65 and above, as well as to promote contracted services for family doctors, with the goal of providing more than 60 percent standardized health management services for seniors 65 and above in urban and rural communities.

It will open up Dayuan Road, Shuangshan Road, and Renmin Road, as well as start construction of Gaoliang North Road, Guanshan Sixth Road, and Dayuan Sixth Road.
