The fifth plenary session of the twelfth Maoming Municipal Committee proposed accelerating the construction of the "two axes-two circle layers" urban layout to promote urban development. Maoming has formulated a series of plans, including ecological, transportation, and population layout, aiming to create a distinctive and high-quality city.

Maoming emphasizes the principle of ecological restoration and agglomeration population layout as it optimizes population layout and guides the population to gather in Gongqing River New City. Maoming is also constructing ecological parks and ecological corridors, and forming a seam zone and sharing zone for the integrated development of the north and central clusters.

In terms of transportation planning, Maoming is focusing on the high-speed rail district as and promoting the construction of multiple road projects, supporting the integration and development of urban clusters.

Maoming is making strong efforts to plan construction projects. The city has planned a total of 88 construction projects in various fields. The municipal committee and government attach importance to project construction, urging key projects to start construction as soon as possible and promoting the development of the Gongqing River New City.

Maoming has also established a resource-sharing platform to accelerate industrial agglomeration and collaborative development, thereby supporting high-quality economic and social development. It is strengthening the guarantee of land indicators through various measures to meet the needs of the projects.
