Ruan Yangyue, the chief technician of the catalytic cracking unit at Sinopec Maoming Petrochemical Refining Division Five Workshop, represented grassroots workers at this year's two sessions, proposing to "promote the spirit of labor and accelerate the construction of a skilled workforce."

With a career trajectory spanning 24 years in the petrochemical industry, Ruan Yangyue has transitioned from an ordinary worker to a chief technician. Her unique skills in detecting equipment malfunctions and her role as a National People's Congress (NPC) deputy lend credibility to her identification of issues within the skilled workforce, such as a shortage of senior and modern skilled workers and an overabundance of rapidly trained workers.

To address these issues, Ruan Yangyue suggested establishing and utilizing integrated industrial-educational training bases and high-skilled talent training centers. She emphasized the importance of companies collaborating with local colleges and universities to create a virtuous cycle of talent cultivation and utilization.

Ruan introduced the implementation of a comprehensive skilled talent evaluation system at Sinopec Maoming Petrochemical, which not only encourages employees to continue learning and improving but also stabilizes the talent pool. She expressed her hope that the new eight-level skilled worker system, a system designed to benefit all industrial workers, can provide them with a clearer and broader path for personal and professional growth, a vision that could potentially transform the industry and the lives of its workforce.
