How port inspections help economic development in Zhanjiang

I. Customs

Zhanjiang Customs comes directly under China’s General Customs Administration and covers Zhanjiang and Maoming with complete marine, land, air and postal services. It mainly handles large, bulk export and import cargoes and has the following features:

1. A convenient customs clearance mode of “one declaration, one inspection, one release” that combines customs clearance with inspections.

2. A paperless customs clearance that began in July 2013.

3. Reformed regional customs clearances, greater regional cooperation with Guiyang and Changsha Customs. A “railway-maritime coordinated transport” and “dry port”, featuring greater customs clearance scope with a “declare locally, inspect and release at port” approach.

II. Entry-Exit Inspection and Quarantine Bureau

Zhanjiang’s Entry-Exit Inspection and Quarantine Bureau is one of three branches of the Guangdong Provincial Entry-Exit Inspection and Quarantine Bureau, taking charge of entry-exit health quarantine, animal and plant quarantine, inspection, authentication, certification, supervision and management of import and export goods. Its main advantages include:

1. Vigorous experimentation.

2. Vigorous support for major Zhanjiang projects.

3. Facilitating export of aquatic products in the following ways:

a. cancelation of the application system for aquatic products exported to EU and the examination of raw materials.

b. reduction of the amount of inspections of storage of aquatic products exported to EU and Japan, with the proportion for aquatic products to EU cut to 50 percent, and those to Japan to 5 percent.

c. reduction of the sampling of aquatic products of some companies exported to Japan to 20 percent.

d. removal of the detection of melamine in raw materials and fodder for export of aquatic products. In turn, enterprises are required to provide test reports of melamine in finished products for export inspections.

e. only one sample required for each product batch exported to the EU, Japan, US.

4. Improved inspections and supervision of iron and coal imports by large enterprises.

5. Reforming the “one-stop” inspection, supervision and clearance for industrial exports.

6. Facilitating trade with ASEAN at Zhanjiang Port in the following ways:

a. show enterprises how to make full use of policies to be more competitive.

b. improve the examination and approval system to improve efficiency.

c. use sort management to decrease enterprise export costs.

d. improve inspections and management to encourage enterprise to expand their export.

e. innovate in clearance to help appliance companies become bigger and stronger.

7. Adjust the sampling ratio of canned pineapple exports.

8. Promote experimental work with paperless customs inspections.

9. Use a new charging standard for inspections and quarantines.

10. Give special attention to epidemic situations and epidemic diseases.

III. Maritime Safety Administration

Zhanjiang’s Maritime Safety Administration is a merger of the Transport Ministry’s old Zhanjiang maritime safety supervision administration and the old Zhanjiang harbor supervision bureau, on Dec 28, 1999. It is directly under the Ministry of Transport and offers convenient services:

1. A Vessel Traffic Services (VTS) Center that provides free safety information, aid to navigation and navigation services to ships 24-hours-a-day at Tel: 0759-222-2090, Channel: VHF08.

2. A Laws and Regulations Dept that provides free legal consultation. Tel: 0759-231-6066.

3. Leaders of each maritime safety office receive visitors at Zhanjiang Port’s Administrative Affairs Service Center at least once a quarter to collect suggestions on maritime management and services.

4. Work emails. Anyone can submit a suggestion or get consultation through the Director’s Mailbox or Consultation and Q&A Mailbox by logging onto the official website of Zhanjiang Maritime Safety Administration at www.gdmsa.gov.cn/700.

5. Hotline services. Anyone can dial the director at 0759—2310-6008 during working hours to seek help for problems encountered in maritime operations or give suggestions.

6. Preview of applications for a maritime license, by faxing 0759-229-2701 with the application materials. Administrative Affairs staff will examine the materials and provide feedback.

7. Reservation services for maritime businesses in need of handling during non-working hours for a special reason, by making an appointment.

8. Round-the-clock service for applications for entry and exit procedures of ships making international voyages, port entry and exit visas for ships, and licenses for ships carrying dangerous goods.

IV. Frontier Inspection Station

The Frontier Inspection Station mainly handles frontier inspections of outbound and inbound vessels, aircraft, and crew, passengers, and cargoes in four districts, five counties, and at five first-class ports -- Zhanjiang, Tiaoshun, Xiahai, Nanyou, and Zhanjiang Airport -- and eight 2nd-class ports -- Haian, Liusha, Yingza, Beitan, Wuyang and Naozhoudao, Changqiao, Yuyegongsi -- and a first-class frontier inspection station, with the largest area and the most operation categories in Guangdong. It mainly features:

A. “6S ” window inspection service: meaning smile, sincere, safe, special, sacrifice, and supervise.

B. Seaport services: friendly, professional services.

C. The “5-0” goal: stable high-quality inspection service for vessels after 0:00 am, 0-distance service during a tour of duty by flight, 0-waiting when handling inbound and outbound ships, 0-mistakes in checking and controlling, and 0-complaints about frontier law enforcement and general duties.

V. Convenience

A. Foreign exchange:

1. Improved foreign exchange management for trade in goods;

2. Dynamic management on enterprises;

4. Streamlined procedures for export tax rebates;
