The Xuwen Economic Development Zone was a provincial level economic development zone established in 1992. It covers 25 square kilometers and houses the Hai'an Harbor Industrial Park as well as zones for new industries and administrative management.

The Hai'an Harbor Industrial Park covers an area of 6,000 mu (400 hectares) and was built in 2003. It is fully furnished in terms of infrastructure and has attracted enterprises from both home and abroad, including Best Food Services Inc and Evergreen Conglomerate, with major businesses in the fields of marine product processing and plastic manufacturing.

The new industrial zone is a park that covers 15,000 mu. The first phase of the zone, 3,000 mu, is used for technology research and development, machinery manufacturing, food and drug producing, modern logistics and services, with marine product processing, marine equipment manufacturing and tourism commodity production as major businesseses. The zone has become a hot spot for investment due to its favorable geographical location: the zone is close to the Hainan International Tourism Island, and the G75 highway.

Besides the favorable policies for Guangdong's provincial level economic development zones, enterprises in the Xuwen Economic Development Zone can also enjoy additional policies including a 30 percent return on tax paid during the first three years following initial investment.
