The Zhanjiang housing and urban-rural development bureau issued the first electronic certificate of a construction permit through the Zhanjiang engineering construction project approval management platform on March 31.

The use of electronic certificates not only solve the problems of inconvenient storage and easy loss of a paper certificate, but they also help companies handle business and receive approval without a meeting.

In order to provide efficient service of the approval of engineering construction projects, the Zhanjiang housing and urban-rural development bureau, in accordance with the reform objectives of the city's engineering construction project approval system, has launched electronic permits for construction projects through the project approval management platform. After the bureau stamps the electronic seal online, enterprises can obtain the electronic certificate.

The bureau will no longer issue paper construction permits after enterprises ask for e-certificates. The e-certificates are able to be downloaded, printed, and used on the approval management platform. The electronic certificates have an anti-counterfeiting mark, which can be scanned by a mobile phone and shows verification data in real time. The electronic permit has the same legal effect as paper certificates.
