Huang Mingzhong, born in August 1968, is a male ethnic Han from Meizhou, Guangdong province. He entered the workforce in July 1990 and joined the Communist Party of China (CPC) in November 1994. He obtained his graduate degree from Sun Yat-sen University while working.

Huang is now the vice-mayor of the Zhanjiang Municipal Government, and a member of the Party Leadership Group.
