In recent years, Zhanjiang and Shenzhen have been deepening their cooperation, accelerating the development of both cities.

The cooperation framework agreement of the Shenzhen Nanshan (Zhanjiang) High-tech Industrial Park project was signed between the two cities in August 2018. The park will be responsible for carrying out industrial transfer, as well as helping the construction and development of the Guangdong-Hong Kong-Macao Greater Bay Area.

The project will to settle in Haidong New Area of the Zhanjiang High-tech Industrial Development Zone, and cover an area of nearly 1 square kilometers. 

Haidong New Area has taken the lead in the construction of the project. It has organized several visits to Nanshan district, Shenzhen in the past two years, as well as attracted many large enterprises in the fields of green energy and information data to invest in the industrial park.

In August 2018, Haidong New Area signed a strategic cooperation framework agreement with Shenzhen Expressway Company Limited in investing in the Nantiao River comprehensive management project. In January 2019, Highlead Oilfield Technology Development Co Ltd and Guangdong Bangxin Data Technology Co Ltd signed agreements to settle in the industrial park, respectively developing the marine equipment digital group headquarters project, as well as the marine high-tech R&D and production base project.

Zhanjiang and Nanshan are planning to establish a joint management institution to determine the modes of investment and construction, as well as promote the work of attracting investment and talents.
